ASIWorks Wins Air Force Family Childcare Subsidy Contract
The U.S. Air Force has awarded Administrative Services, Inc. (dba ASIWorks, Inc.) a 5-year with options, $3.8 million contract, to support the Air Force Family Child Care Subsidy Program. ASI will be responsible for contracting, paying for and monitoring subsidized family childcare spaces in Air Force licensed and affiliated Family Child Care (FCC) homes on or off base all over the world.
The program is a response to the Department of Defense Military Services’ mandate to increase the availability and quality of childcare services to help military members meet their duty requirements. Having good childcare contributes to the readiness, morale and performance of service personnel.
ASI also administers a similar contract for the Air Force’s Extended Child Care program, which covers extended day and emergency childcare services. “We are honored to have won both contracts and to perform such a critical role for the Air Force,” stated Dr. Elizabeth Abramowitz, ASI founder and president. “With the challenges facing today’s military families, we lessen their burden by giving them one less thing to worry about when they report for duty or have to stay longer to get the job done,” continued Dr. Abramowitz.
Under the new contract, ASI will be paying subsidies for care provided to active duty, DoD civilian, and DoD contractor parents needing full time weekly childcare. The program will also include Air National Guard/Air Force Reserve and Coast Guard assigned to or living on bases. ASI will contract with up to 950 Family Child Care providers throughout the world and will be responsible for paying the providers, making sure they adhere to all Air Force standards, tracking utilization of services and providing statistical analyses and monitoring the program’s budget.
ASI is providing these services online through a dedicated website, specially designed e-timesheets, and customized tracking database and report formats. “We really wanted this contract,” admitted Sherwood Walker, Senior Accountant and Project Manager. “We knew we were doing a good job on the Extended Care program. Now, with the larger Air Force Family Child Care Subsidy Program, we will be helping even greater numbers of military families.”
In a very competitive solicitation process, ASI was chosen as the vendor who offered the Air Force the best overall value to satisfy their requirements. ASI’s selection was the result of proposing the lowest reasonable price and earning a “Substantial Confidence” rating, based on past performance on other contracts.

ASIWorks Off to Fast Start on New FAA Childcare Subsidy Contract
The Federal Aviation Administration (FAA) selected Administrative Services, Inc. (dba ASIWorks, Inc.) to administer their new childcare subsidy program. The ASIWorks contract is for a base period with 4 one-year options.
Like with many other federal agencies, the FAA’s childcare subsidy program is an important contributor to the success of the agency because it helps lower income-employees afford better quality childcare and allows them to work with fewer childcare-related distractions.
ASI was notified of the award May 20, 2008 and was asked to be ready to accept applications as early as June 1, 2008. “Because of our previous experience with childcare subsidy programs and our expertise with web-based programs, not to mention the hard work and flexibility of our staff, we were able to meet the FAA’s timeframe,” states Dr. Elizabeth Abramowitz, ASI’s founder and president.
ASI created a new dedicated project website, www.childcaresubsidymatters.com; wrote and developed enrollment materials for employees and providers; designed e-timesheets and report forms; designed marketing brochures and posters; wrote up agreements and award letters, prepared policies and FAQs, and got them all approved by the FAA on time for the June 1 target start up. “It was a lot of work, but we wanted to satisfy the FAA and get their program off on the right foot,” stated Sherwood Walker, Senior Accountant and Project Manager.
ASI began receiving employee calls and inquiries, even before the program was officially launched, indicating the importance of the childcare subsidy program to many employees.

ASIWorks, Inc. Wins Fiscal Agent Self Directed Services Contract
ASIWorks was awarded the contract by the Missouri Department of Mental Health, Division of Mental Retardation and Developmental Disabilities (MRDD) to be the fiscal agent for their Self-Directed Services program.
The Self-Directed Services program allows consumers with developmental disabilities, who are enrolled in one of Missouri’s Home and Community-Based Waivers programs, to recruit, hire, train, supervise and, when necessary, fire the employees who provide their personal care services. The fiscal agent pays the employees, files and pays taxes, secures workers’ compensation insurance and employee benefits, and maintains all financial records for the consumer employers and families who participate in the program.

The four-year contract was awarded to ASIWorks in April 2008. Already we have launched the secure website www.modmhselfdirected.com, developed and distributed enrollment materials for consumer employers and employees, conducted on-site training for several groups of MRDD staff, and initiated outreach to MRDD advocates and consumers around the state. ASIWorks will assume full responsibility for the program payroll by mid-July. The Department of Mental Health projects that the program has the potential to grow to about 500 consumers during the term of the contract.
