ASI has partnered with the American Association of Home and Community Health Services, Inc. to offer health and life insurance as part of its fiscal agent services. The Association is a 501c(6) non-profit association dedicated to improving work conditions and reducing turnover for home care workers through affordable health care coverage and advocacy. The Association enters into partnership agreements with fiscal agents to provide affordable health care coverage and education as part of their range of services.

ASIWorks brings to its Fiscal Agent Services extensive clinical, financial, and automated services experience in meeting the needs of persons with disabilities. ASI is dedicated to quality responsive fiscal agent services that empower persons with disabilities.
ASI Fiscal Agent Services Team is led by Dr. Elizabeth Abramowitz, ASI President and Licensed Psychologist/Qualified Mental Retardation Professional, and Mrs. Helen Dortch, ASI Senior Vice President for Finance. Dr. Abramowitz, Mrs. Dortch and the ASI Fiscal Agent Services Team work closely with agencies, brokers and consumers to meet their performance goals. Agency with Choice
ASI partners with community-based direct care providers to provide essential back office financial management and human resources services: local salary surveys, job descriptions and job analysis, recruitment, new hire screening and processing, EEO filings, customized electronic (on-line) and audio (IVR) timesheets, employee benefits enrollment, payroll processing, tax filings, HIPAA-
compliant electronic billing for Medicaid and private insurers, vendor payments, and electronic monthly financial reporting, quality assurance programs, staff training, and certification -- accreditation preparation.
Fiscal/Employer Agent
In this model, the consumer or legal representative is the employer. ASI provides personnel screening, payroll services, direct deposit or debit cards, employee benefits, tax filings, and procurement services as the assigned agent. ASI provides consumers with all of the required IRS and state documents authorizing ASI to function as their fiscal agent. ASI provides employees with required documents for all tax withholdings, as well as health and life insurance enrollment. ASI Help Desk is available to consumers and their employees, agency case workers and brokers for ongoing assistance.
Enhanced Fiscal Agent Services
In addition to traditional fiscal agent services, ASI offers a unique array of enhanced fiscal agent services:
Our IT staff develops and supports a custom secure website used by consumers, their employees and government staff. We create password protected portals so these users can manage critical aspects of the program, including spending, quality assurance, utilization and budgets.
Our clinical staff offers pre-service and in-service training on all aspects of the self-directed services to consumers, their representatives, employees and state and regional officials. ASI clinicians develop and install daily documentation for consumers and employees that meets federal and state funding requirements.
Our human resources staff screens and enrolls new employees referred by the consumers, including criminal clearances, citizenship, education verification and employment history.
Our payroll office creates customized electronic (on-line) and audio (Interactive Voice Recognition) timesheets.
Our cash management staff processes payroll by direct deposit, debit card or check using local banks.
Our managing accountants prepare monthly expense reports for consumers to manage their expenses, in addition to HIPAA-compliant electronic billing to Medicaid and other third party insurers.
Our service representatives conduct face-to-face workshops for consumers and employees and webinars and seminars for state and regional administrators. We conduct ongoing community outreach to support the self-directed program and the empowerment of consumers with disabilities. Our representatives offer ongoing assistance to consumers as they engage their staff and review and approve timesheets.
